Cognizant is pleased to be able to provide services to state and local government agencies under the Department of Information Resources Deliverables-Based IT Services Contract (DBITS). This contract vehicle benefits your organization by eliminating the request-for-proposal (RFP) process and accelerating service delivery against your immediate needs. This process saves your organization time and money allowing Cognizant to contract directly with eligible entities, including Texas state agencies, public institutions of higher education, public school districts, or other local government entities.

Application Maintenance and Support
These services include the skills and requirements for supporting application systems, including troubleshooting, modifying, maintaining and enhancing legacy systems. Application maintenance and support also applies to applications running in a production environment.
Examples of included services: research, analysis, design, programming, testing, documenting and implementing maintenance changes; correcting software errors; modifying reports and ensuring accurate report runs; making modifications to the applications and documentation; writing ad hoc queries; loading and applying changes to the software language and/or database in which the application is written; providing corrections for production or any changes needed; and participation in disaster recovery testing, planning and documentation.
Cognizant can provide application management services which can transform application development and maintenance through consulting and industry expertise to not only lower costs, but also increase time-to-value and service quality. Cognizant uses best-in-class processes, tools and methodologies to support application systems and offers services such as troubleshooting, modifying, maintaining and enhancing legacy systems. We not only offer production services, application services, professional services, governance services and application security services on 24/7 or on an on-call basis; but we also support complex maintenance services, including modifications, enhancements and documentation, which typically have longer turnaround times.

Project Management
Service providers may perform any or all of the project management processes identified by the Project Management Institute as published in Table 3-45 of the PMBOK® Guide, Third Edition or most recent.
Examples of included services: utilizing the customer’s tools and processes; using off-the-shelf tools; or using the vendor's own proprietary tools and processes to manage a project.

Technology Upgrade/Migration and Transformation
This service may be required to increase business functionality, reengineer a business function, keep current with vendor upgrades or when upgrading existing technology. Technology transformation may be accomplished by converting/migrating legacy applications to new technology either with or without new business functionality. Alternatively, it may include introducing new technology into the enterprise. Finally, technology upgrade/migration may also include providing Website content accessibility compliance.
Examples of included services: assessments of the current application portfolio; evaluation of the technology assets before beginning technology transformation; and business case development for justification of an initiative. Also included are: technology transformations, which may include, appropriate return on investment (ROI); and benchmarks and milestones. The following activities may also be included: planning, analysis, requirements development, proof of concept, deployment, implementation, integration, remediation, data migration, documentation, application programming and support services; and training support.
Through the application of structured business/IT transformation methodologies, Cognizant’s experts can reengineer a business function and deliver the best possible return on investment to various Texas agencies. IT Assessments and Planning
This service may include IT effectiveness, maturity, governance, project management and architecture. Strategic planning activities may include mission statement development, visioning and goals, objectives and strategy development. Tactical planning may require that actionable plans and roadmaps be provided.
Examples of included services: IT assessments, including enterprise architecture; staff knowledge, skills and abilities (KSAs) assessments; and strategic and tactical planning.

How to Order?
The value of any one SOW may not exceed $10 million including all extensions, renewals and change orders. In order to be awarded a Purchase Order hereunder, Vendor(s) must respond, in writing, to a Statement of Work (SOW) for services as issued by Customers (State Agencies, Government Entity), consistent with the Terms and Conditions of the DIR DBITS Contract. Vendor(s) shall only respond to SOWs for Technology Categories which Vendor(s) have been awarded in the DIR DBITS Contract.
The following is a step by step process for executing a procurement from the DIR DBITS contract:
  1. Customer creates an SOW for release to vendor(s). The SOW must be complete, signed by an authorized representative of Customer and must be in the form contained in Appendix C. Link to Appendix C - Statement of Work
  2. Customer Releases SOW to one or more approved DBITS vendor(s) of their choice in the selected category. Response timeline is at the Customer's discretion.
  3. Customer evaluates response(s) and selects a vendor.
  4. Customer issues a Purchase Order. Vendor understands that no work under any SOW issued by Customer shall commence until receipt of Purchase Order.
Some additional notes on the delivery and negotiation process:
  • Service provided under this Contract shall be based on the Statement of Work form set forth in Appendix C.
  • Customers may negotiate the terms and conditions of a SOW to suit their business needs, so long as the SOW terms and conditions do not conflict with or weaken the terms of the DIR DBITs Contract. Vendor shall perform its work in compliance with the DIR DBITS Contract and the agreed upon Statement of Work with Customer.
  • Customers purchasing services under the DIR DBITS Contract shall negotiate pricing directly with the Vendor in accordance with the Customer's Statement of Work.
