The process for
evaluating and selecting a Commercial Off-the-Shelf
solution is often unstructured, non-repeatable,
and a one-off exercise. Reasons for this
could be a lack of internal resources to
conduct the exercise, tight schedules and
timelines, and overwhelming choices in the
market. All these can decrease the confidence

poor decisions that delay the project’s
